Step 1.
Create a new Document. Press ‘D’ to reset your colors.
Apply Filter > Render > Clouds.
Apply Filter > Pixelate > Mosaic : 15 Pixels and apply Filter > Blur > Radial Blur (Settings: 20, Zoom, Best); and Filter > Stylize > Emboss (Settings: 135,10,170).
Step 2.
Apply Filter > Brush Strokes > Accented Edges (Settings: width:2 brightness:38 smoothness:5) and Filter > Stylize > Find Edges then press CTRL+I; apply Image > Adjust > Brightness / Contrast ( Settings: Contrast +30).
And that’s it.
