In this article I’ll show you how to make the frozen text.

Step 1.
Create a new 500X400 pixels document. Then choose the Horizontal Type Tool (T) and print the text. Press the right button of the mouse on the layer and choose “Rasterize Layer“.

Step 2.
Apply Filter > Noise > Add Noise and use the following settings:

Step 3.
Press Ctrl+E and then apply Filter > Pixelate > Crystallize and use the following settings: Cell Size -> 3.

Step 4.
Apply Filter > Stylize > Find Edges and then Filter > Blur > Gaussian Blur with Radius: 1 pixel.

Step 5.
Apply Image > Rotate Canvas…90CW.

Step 6.
Apply Image > Adjustments > Invert (Ctrl+I) and then Filter > Stylize > Wind and use the following settings:

Step 7.
Apply Image > Rotate Canvas…90CCW and then press Ctrl+U and use the following settings: Hue->215; Saturation->65; Lightness->0; colorize->ON.
And that’s it.
