Step 1.
Create a new Document with the size 200X200. Press ‘D’ To Reset Your Colors.
Step 2.
Apply Filter > Render > Clouds.
Step 3.
Apply Filter > Artistic > Plastic Wrap and use the following settings:
Step 4.
Apply Filter > Distort > Wave and use the following settings:
Step 5.
Press Ctrl+U and choose colour, and then duplicate your layer. Set the Blending Mode to ‘Overlay’.
Apply Edit > Transform > Flip Horizontal. And that’s it.
